9" tyre suits 9" scooters with low profile tyres on 6" rim. This is a relatively new size introduced on models such as Teverun Blade Mini, Bolzzen Commando 4818, Kintech Venom 9 series and eScootNow G15 Commander 9.0 series.
These models require tube (they are not tubeless hubs) and as many other global makes/models adopting this size tyre have tubeless hubs, typically only tubeless tyres are produced, so you would run a 90 degree bent 10" tube designed for ~6" rim such as the CST or ULIP in this tubeless tyre. For Blade Mini, Riedis suggest this tube (BM024), that tube corresponds with the Teverun factory spares part code and the photo appears "fatter" like the 8.5x2 tube for 8.5x3 tyres, socials suggest the fatter tube is often chosen to be aligned to the stock tube, although you may find the ULIP tube to be more resilient due to heavy thickness (weight) as observed and learnt on Tuovt 8.5x3 tyre.
This 9*3.00-6 tyre is used where these models do not support higher profile tyres such as the Tuovt 80/65-6 (10x3) due to clearance issues with fenders, suspension, callipers etc. For example, on the Teverun Blade Mini, a spacer can fitted to raise the clearance of the fender which enables 10x3 clearance.
